The Northern Heights development in Riverside is inching toward reality.

On Oct. 22, the city Planning Commission approved the preliminary plat for the development, which could bring 70-plus homes to Riverside.

Actually, the project still lies outside the city limits in Washington County. A future step will be for the City Council to annex the land into the city.

The preliminary plat is preliminary,” said city engineer, Scott Pottorff of MMS Consultants. “It sets the goal for the whole project.”

He noted that the project plans for future phases could change. If they do, a revised plat will need to be approved by the Planning Commission.

“From a layout and planning perspective, I think we have a good plan here,” Pottorff said.

Planning commissioners had a number of concerns – the width of the streets and ways to control speed on Tupelo Boulevard, which will run on the east side of the development.

There were a number of questions raised about sidewalks along Tupelo, an issue addressed by the City Council in a work session the following day.

“This is going to be a pretty busy area,” Commission Edgar McGuire said.

The council at its work session discussed requiring sidewalks along Tupelo Boulevard that would be part of the city’s safe routes to school program. Part of that program will extend sidewalks from Blackberry Avenue north along Ash Street, which then turns into Tupelo.
