The city of Kalona is moving forward to address the city’s sidewalk issues.

At Monday’s meeting, the City Council approved a plan to conduct sidewalk inventory and assessment.

City Administrator Ryan Schlabaugh said that Garden and Associates, the city’s engineers, would conduct the study at a cost not to exceed $10,000.

“They will do an assessment of current inventory and come up with the best routes for increased inventory,” Schlabaugh said.

He added that the inventory project will begin in March “when snow is off the ground.”

“It will take about 60 days on site, then they will have a meeting with council,” Schlabaugh said.

At that meeting, Garden and Associates will get input from council regarding what direction the city wants to move.

Following that meeting with the City Council, the engineers will take about 30 days to prepare a final report for the city.

“They will make recommendations how to best stage the funding models,” Schlabaugh said.

City sidewalks have been a topic of debate among City Council members recently with the proposed Valley View subdivision, which consists of 12 lots on 4.5 acres between H and J avenues.

Sidewalks were a sticking point in the discussion of the subdivision’s preliminary plat during the Dec. 3 council meeting.

“This is a place to start because we eventually want sidewalks everywhere,” Councilwoman Jenelle Bender said during the Dec. 3 meeting.

Bender expressed concern with past practices of waiving sidewalk requirements for developers.

“If we’re not going to require a new subdivision to put in sidewalks, how can we require anyone else?” Bender asked.
