It all came down to Commissioner Kristine Kramer. With the vote deadlocked at 2-2, Kramer held the deciding vote on whether the Iowa Racing and Gaming Commission would allow a casino project in Cedar Rapids.

In the end, Kramer stated she did not believe the rural casinos, like the Riverside Casino and Golf Resort, could bounce back from the negative repercussions of a new gaming site. The commission voted to deny the proposals by a 3-2 margin.

Reports had shown those repercussions could have been devastating to Riverside and the surrounding communities. According to the reports done on the affects of a new casino in Cedar Rapids, the Riverside casino could cost as much as 25 percent of the projected earnings for the casino.

In a letter to the commissioners, Riverside City Clerk Lory Young said a new casino had the possibility of costing Riverside 200 jobs and could lead to the city seeing a 20 percent drop in revenue.
