The cities of Kalona and Wellman received positive state audit reports last week.

Auditors found minor issues in Wellman, including some credit card purchases made without supporting documentation and some budget expenditures made without amending the budget.

“We were missing a few (credit card) receipts, but have already discussed plan of action to make sure we get these with every purchase,” Wellman City Administrator Kelly Litwiller said.

Regarding amending the budget, Litwiller said, “It was a very minor amount, and we didn’t realize it until was too late to amend. Obviously, we will watch expenditures going forward.”

Kalona’s audit report noted that the city did not properly use its Capital Projects Fund “to account for the construction or acquisition of capital facilities that incurred throughout the year.”

At Monday’s City Council meeting, City Clerk Karen Christner explained that she has not used that fund for capital projects expenditures.

“You have to transfer the money into that fund,” Christner said. “Transfers are the hardest thing to keep track of, so I never did it.”

Both Wellman and Kalona received recommendations regarding segregation of duties and internal control, which is often the case with small cities.

Both audit reports noted that segregation of duties is difficult with a limited number of employees.

“The board is aware of this lack of segregation of duties, but it is not economically feasible for the city to employ additional personnel for this reason,” Kalona city officials wrote in an official response to the audit. “The council will continue as an oversight group.”
