A walking/bicycle path across Highway 1 near Dollar General to connect Kalona proper and Harvest Hill Subdivision appeared to be the favorite choice of Kalona City Council members Monday for a state REAP grant application. It would include a pedestrian bridge over Salvesen Creek.
City Administrator Ryan Schlabaugh listed three possible projects for the grant application – the path, development of the city lot as a small park on B Avenue and sidewalks to connect the city park to the downtown area. He noted that they had twice applied for REAP funds for the city park project and been turned down both times. He recommended going with the city lot development or the path and bridge.
The city had been approved for a $292,000 Iowa Department of Transportation grant to create a pedestrian/bicycle path from the Bunker Mill Bridge to Richmond. That is no longer on the table, said Schlabaugh, because of the unavailability of the bridge.
Julie Bowers, director of the North Skunk River Greenbelt Association (NSRGA ) out of Grinnell, has taken control of the historic bridge crossing the English River and has installed 8-foot high chain link fences topped with barbwire on both entrances. She claims to have dissolved the local Friends of Bunker Mill Bridge, saying the group was just a committee under NSRGA and her organization has complete ownership of the structure.
Schlabaugh said he will see if the DNR will allow the city to repurpose the grant.
Only one bid was received for the demolition of the house located just north of the Community Center. Kos Excavating submitted a $16,100 bid to remove the structure and level the lot, which will be used for parking once the Center addition is completed.
