January 18, 2018 Lone Tree audit report calls for more financial oversight

Experts have several suggestions for the City of Lone Tree after the city released their annual audit report.

Hogan-Hansen, certified public accountants, released a procedures report for the City of Lone Tree for the period of July 1, 2016 through June 30, 2017.

The accountants found several areas in which the city was not complying with state code. Hogan-Hansen recommended the city comply with the code and implement procedures to resolve other findings.

Most of the issues were due to the fact that Lone Tree has few city employees.

There was also some confusion over who could serve as an independent reviewer.

City Clerk Stephanie Dautremont said she thought members of the City Council could not review accounts or reconciliations, but according to an email from Hogan-Hansen, that would be allowed.

“We encourage cities to utilize elected officials as independent reviewers. The only time I can think of that it would not be appropriate would be if there was a conflict of interest, for example: if an elected official was related to the city clerk,” the email said. “It is very common for small cities to only have one person handling all of the accounting. Usually they can’t afford additional staff.”
