ARTICLE DESCRIPTION:

The Riverside City Council approved the second reading of a zone change to allow a second apartment building on Knisel Street, but a revised resolution will be voted on a third time at the next council meeting.

The property at 111 Knisel St. already has an apartment building on it, but it is zoned R-2, which only allows single family homes and duplexes.

Councilperson Jeanine Redlinger, who owns property adjoining the apartment property, questioned why the resolution did not include a stipulation that the property owner would need to submit site plans to the council prior to building.

The council approved the second reading of the resolution but requested that an amended resolution with the site plan requirement be drafted for a final vote at its Nov. 19 meeting.

Councilman Ralph Schnoebelen said he was voting for the zone change to fix an error by a previous council.

“It should have been R-3 to start with,” Schnoebelen said.

Redlinger drew a question for clarification from Mayor Allen Schneider when she cast her vote in favor of the resolution. On the first reading of the resolution on Oct. 22, she had voted against the zone change.
