ARTICLE DESCRIPTION:

The Kalona City Council, Monday, approved a preliminary plat for the proposed Valley View subdivision.

The council gave its blessing with the recommendation that the subdivision, which consists of 12 lots on 4.5 acres between H and J avenues, includes sidewalks along H Avenue.

Sidewalks were a sticking point in the discussion of the preliminary plat.

“This is a place to start because we eventually want sidewalks everywhere,” Councilwoman Jenelle Bender said. “Sidewalks should be a no-brainer.”

Councilman Craig Spitzer added, “I think we need to make sidewalks a priority.”

Councilman Greg Schmidt argued that sidewalks along J Avenue would not make sense.

“Please, someone explain the purpose of sidewalks on J Avenue,” Schmidt said. “This one would literally go nowhere.”

Jon Marner of MMS Consultants, the firm working on the subdivision’s design with developer Chad Mellinger, added that the topography of J Avenue would make it difficult to include sidewalks.

“It would be difficult to sidewalk a lot of J Avenue because of the way the land drops off,” Mayor Ken Herington agreed.

Bender argued that sidewalks are a requirement for all new subdivisions.

“If we’re not going to require a new subdivision to put in sidewalks, how can we require anyone else?” Bender asked.
