In a move to follow the new Iowa election laws, the Washington County Board of Supervisors Tuesday approved purchasing new varied computer software and hardware known collectively as Precinct Atlas. In a related move it also approved a 28E Agreement to join the Precinct Atlas Consortium, pending a review of the agreement by County Attorney John Gish.

Total cost for the changes, updates and hardware is estimated at $100,000 with the items obtained through the Consortium at a discount. All servicing and maintenance as well as training for the poll works and election officials is included.

The membership fee for the Precinct Atlas software (in the 28E agreement) is $1,500 annually plus a two cent per registered voter in the county as of May 1 of the applicable year. For the county that would be about $1,800 annually. Since the state has nearly mandated that each county purchase e-pollbooks for each of its voting precincts,Washington County will purchase a laptop and printer for each precinct at a cost of $900 to $1,000 per set-up (approximately $10,000) for all ten county voting precincts.

Sue Meeks, deputy auditor and election commissioner, told the board that although the county’s voting equipment “is only 11 years old, it is outdated by more modern technology and will soon longer even be able to be serviced due to the discontinued and outdated models and lack of parts.”

The recommendation to update and replace came after months of research and discussion that found the Henry M. Adkins & Sons and its Unisyn would best suit the county’s needs.
