July 20, 2017 City addresses cost overrun

ARTICLE DESCRIPTION:

For the past few years the City of Kalona has been working with Martin Gardner Architecture out of Marion and more recently with Carl A. Nelson who will be performing project management on our community center project. Over this time there has been a working committee made up of roughly 30 residents, YMCA staff, council members, and city staff. The culmination of this planning was recently put to bid and on Tuesday, July 11th the City formally opened bids for our new community center.

After the bids were calculated and the low bids were critiqued the project awards were put in front of council for formal acceptance. On July 13th the City Council awarded construction contracts to six companies to build Kalona’s new community center. The total cost for construction came in at $ 4,429,315. We are, as well, carrying $255,384 in contingency to help with any unforeseen issues during construction.

With any project of this size and scope there are professional services and items that are procured outside of the bid process. The total cost for these services are $ 638,246 and includes architectural fees, administrative and legal, furniture and fixtures and telecommunications / technology systems to be provided by KCTC.

In total the project construction cost plus our 5% contingency cost as well as our professional fees and services bring the total bid cost of the project to $ 5,323,039. Currently the City of Kalona has committed funds of just under $5,200,000 that includes the bond referendum of $3,900,000, Washington County Riverboat Grant Funds, Enhance Iowa grant funding and commitment from the Washington County Board of Supervisors.

There are numerous grant funding opportunities that the City Council will have the ability to direct staff for this fall and early spring that will cover any gap in project cost.

Timeline for the project is to begin on Thursday the 20th with a pre-construction meeting for all the awarded contractors. From there the project will begin very quickly by establishing the project staging area north of the community center and the roof coming down off the gym the first week of August. From there the gym will come down and construction will begin. Timeline for project completion is set for July of 2018.

I am confident that I speak for the City Council and Community Center Committee in saying that the project that was designed, bid and awarded will be a community asset for generations to come.
