In a work session following their regular session Tuesday, August 8, the Washington County supervisors reviewed surfacing options and rough estimate costs for a half mile stretch of 135th Street as well as taking it all the way to Riverside Road. The street is the main access to the established Timber Ridge subdivision west of Highway 218 in rural Riverside. In two previous work sessions July 25 and July 18, the board discussed sharing costs with developer Todd Hahn who is planning to develop the further 40-aces of the subdivision, adding 24 residential lots in the upscale subdivision.

The major issue is the road surface with County Engineer Jacob Thorius noting everything from gravel, chip and seal, asphalt and paving as possibilities. Rough estimates range from $75,000 for the first to $416,000 for the latter. There also would be additional costs for grading, shoulders and curbs which could put the paving option act nearly $500,000.

Another issue is maintenance with the chip and seal coating one generally requiring for every two years, he said. He added, during discussion of materials, grading and road bases, “that we can definitely get costs down,” depending on the choices made. He also noted that the county should consider the possible extension west on 135th Street beyond the subdivision. Hahn has noted that he should not be responsible for the extension beyond his development.

Generally, road costs for [rovage developments are borne by the cities or county and the developer. In time, they become city or county owned. Discussion also has mentioned possible use of TIF to aid with funding.
