ARTICLE DESCRIPTION:

The Riverside City Council approved the annexation of about 30 acres on the northern edge of the city Monday night.

The property is slated to become a 70-plus-unit housing project known as the Northern Heights subdivision.

The vote was 3-2 with Councilpersons Tom Sexton and Edgar McGuire voting no.

Sexton has voted against the project from the start because of the plan to subsidize the development with city money.

“I’m not opposed to the project moving forward,” Sexton said. “I am opposed to the city financing.”

McGuire, in his first meeting on the council since being elected in a December special election, said he wanted to delay moving forward until the city works out an agreement with the county for snow removal and other maintenance of roads in the area.

The county roads chief, Jacob Thorius, was the only one to formally voice concern about the annexation. In an email to the city, Thorius said he had “concerns with how the roads on the east and west side of this annexation will be maintained.”

He suggested because these roads will become part of the city after the annexation that the city and Washington County agree on how those roads will be maintained until they are paved.

Construction is expected to begin this spring on the first phase of the project, 14 single-family homes along an extension of Galileo Drive.
