October 25, 2018 Board approves Riverside duplex plan

ARTICLE DESCRIPTION:

The Riverside Board of Adjustment approved plans for a duplex on a lot at the corner of Third and Washington streets.

The lot is not big enough for a duplex under its current zoning, so it required a variance from the Board of Adjustment to proceed.

The board’s approval will allow it to be built as it was presented.

Board members, who were meeting for the first time in years, voiced concerns about the size of the building on the lot.

In the end, board members said the need for more rental housing in the city outweighed their concerns and approved it on a 4-1 vote, with Denny Bush voting no.

“I don’t like the looks of what they are trying to put in there,” Bush said. “They can put a house in there for one family.”

Plans call for a duplex, with two two-story, three-bedroom, two-bath units. It will be built on a slab without a basement.

City Clerk Becky LaRoche told the board that a single rental unit would not generate enough income to build a single-family house there. She said that the city gets complaints about weeds on the current vacant lot.

City Engineer Scott Pottorff of MMS Consultants recommended approving the proposed plan.

“There’s an opportunity for someone to build something on there,” Pottorff said. “This is an opportunity for something to get built there.”
