April 12, 2018 County discusses communications contract

In its next move toward a new communications center, the Washington County supervisors April 10 received an update on a proposed construction contract with Carl A. Nelson and Company.

County Attorney John Gish outlined some questions and concerns regarding the proposed contract sent to the board April 2 regarding conditions in the contract, proposed lump sum fee and providing specifics regarding services such as helping hire an architect and securing funding as well as supervising actual construction.

The proposed fee is about 5 percent of the total project cost, a figure yet to be determined. Both Gish and project coordinator Shawn Ellington of the sheriff’s office, agreed to holding a conference call among all involved, including EMS personnel, E-911 board members and the supervisors.

It is a “move in the right direction,” Ellington noted. He said he will have further updates for the board before a final contract is presented. The conference call could come within a week. A Nelson representative met with the supervisors earlier this year.

The main business at the meeting dealt with road plans with approval of seeking a $10,000 grant (given annually) from the Iowa Department of Transportation for replacement of road signs in the county and approval of the 2018-19 secondary roads $7.3 million budget that includes road construction, road maintenance and new equipment.

The board also approved the department’s five-year $15.3 million road plan discussed in detail with the board March 19.

In other business, the board:

• Approved terminations for secondary roads employees Jared Eichelberger effective April 10. He is leaving to take a position elsewhere. They also approved termination for Danny Jirsa who is retiring April 13 after 30 years with the county.

• Approved the quarterly report from the county general assistance that, to date, provides $1,642 in assistance.

• Approved the quarterly report from Veterans Affairs, showing $3,848 in assistance for rental and utilities costs to veterans.

• Acknowledged confinement feeding operations for Kyle Ihrig in Lime Creek Township, Tim Brenneman, also in Lime Creek Township and Tyler Grout, Cedar Township. The first involves possible 1,999 animal units; the second, a possible 999 animal units, and the third, possible 1,999 units in addition to existing facilities.
